Quacker hatches and imprints on Tom, who fully intends to eat him. The gap between the duckling's devotion and Tom's plans is the whole engine, and the resolution — Tom unable to go through with it — is one of the few times the series lets him be straightforwardly good.
Tom's stated intention throughout is to eat the duckling, which the duckling never grasps.
