Adorable redheaded ‘merbabies’ materialize out of the crashing surf and proceed to the sea floor where they conduct a circus along with a variety of sea creatures.

A Silly Symphony largely produced outside the studio, by Harman-Ising, at a point when Disney was overloaded with feature work — which makes it a rare look at what a Disney short made by other hands actually looked like. The underwater circus is inventive and weightless, and the sea-creature designs are among the prettiest in the series.
